Open collaboration for Rules as Code (RaCGuild presentation)

An increasing number of countries move towards adoption of Rules as Code and start producing prototypes. While the concept of RaC is deeply linked with transparency, commercial implementers' interests and bureaucratic fears often defeat that aspect. Collaboration is hindered as national engines compete against each other, limiting the emergence of shared models and delaying the delivery of major improvements and support to public policy, such as cross-border trade and tariff modelling. In this presentation given as a [RaCGuild Townhall](https://www.racguild.org/events) session, Matti Schneider will remind of the importance of open collaboration in Rules as Code, present concrete steps that can be taken towards it, propose a global system to produce interoperable models and promote RaC, and advocate for broad participation in it.
