Grease Pencil: Vertex Color support

This work-in-progress feature brings a whole new approach to painting in Grease Pencil. Use the familiar tools available in Vertex Color mode plus a few that will make it truly unique in a more artistic workflow. Coming to Blender 2.82 (expected early 2020).
