Paper Mario - Action Command-less Partner Moves

In normal play, it is not possible to obtain all partners without first receiving action commands through the event that gives you the Lucky Star. While most moves function correctly, several of them behave in ways impossible to see through normal gameplay. Notable moves: -Shell Toss and Power Shell softlock the game. It's possible they will end after a very long time, but this hasn't been tested -Shell Shot and Spiny Flip always have the action command on -Electro Charge accepts input as if you had the action command, but there doesn't seem to be a way to deal more damage with it -Turbo Charge, Water Block, and Cloud Nine will always fail to inflict any statuses on Mario. Turbo Charge still makes the boosted sound, and Sushie doesn't even spray water over Mario during Water Block -Lakilester doesn't even hold up a Spiny Egg when p
