Radiated tortoise interaction at Atlanta Zoo

There is something going on here at the radiated tortoises exhibit, but I'm not sure what. Is it foreplay or is it bullying? Anyway there's one tortoise exercising control over the other. Radiated tortoise (Astrochelys radiata) is a species in the family Testudinidae native to Madagascar.
