Creating a Cipher Wheel in Inkscape

Someone on [StackExchange](https://graphicdesign.stackexchange.com/questions/153999/how-to-create-a-cipher-wheel-in-inkscape) asked about how to create a cipherwheel in Inkscape (letters arranged around a circle). This is the fastest method I can think of. **The dialog for arranging on a circle can be found in "Object > Arrange > Polar coordinates" in Inkscape 1.1 and earlier.** (Grid arranging was only used for demonstrating the result)
