Carney Outlines Plan for New U.S.-Canada Relationship

Prime Minister Mark Carney of Canada called for a new, more distant relationship with the United States on Thursday, but maintained that reducing his country’s diplomatic and economic dependency on the U.S. would benefit Americans.
