Building Budgie 11 #5: Finding Common Ground on Outputs (Pt. 1)

In this session, we will be teaching Budgie Desktop Services to speak wl_output (via KWayland), the foundational Wayland protocol every compositor implements. It's the groundwork the Budgie 11 shell (panels, notifications, and more) needs to land on the right displays, whatever compositor is underneath.
