No one wants, nor can contain, nor can "recycle" all the spent fuel and waste. While there are some wildly expensive "dumps" that some waste drives through your towns to get to, spent fuel usually just sits in, under, or over decommissioned plants just waiting to leak, dump or go airbourne thanks to violent nature or moronic/violent humans.
