TI99/4A DC Power Board - Release and Test Build

The TI99/4A is a wonderful little computer but it's AC PSU is flakey at best. Fortunately the AC to DC board is easily replaced, here we'll replace it with a direct DC board to make powering the machine easier. The board has been created by the RE:Enthused #keepITalive project and, like everything that comes from it, is open-source and freely usable.
