Residents mock Belfast City Council's new zero-tolerance policy on bins

Overfilled bins outside homes with lids that cannot close may no longer be emptied by a council for health and safety reasons. Belfast City Council is set to activate a new zero-tolerance policy which would see overfilled bins issued with red tags.
