Cop confronts woman who hydrates dog locked in hot car

A North Carolina police officer, Corporal Russell, who is also a K9 handler, confronts a woman, Suzanne Vella, who unlocked someone else's car to hydrate a dog that was locked inside on a hot day where temperature reached 90 degrees.
