Moment fly-tipper's caught dumping rubbish NEXT to a bin in Southall West London

A fly-tipper has been caught dumping a bag of rubbish next to a bin in Southall. The man was captured on CCTV rushing across the road and discarding a bin bag next to a public bin already surrounded by rubbish.
