'I take full responsibility': Met chief addresses 'ghastly' footage

Met Police Chief Mark Rowley has said he 'takes full responsibility' of the 'ghastly' behaviour uncovered by BBC's undercover reporter. Footage aired by BBC Panorama shows officers making racist statements, dismissing rape and domestic violence claims and bragging about the use of excessive force on those they arrest.
