East Palestine resident refuses to sign 'hold harmless' contract to get tested

Norfolk Southern handed East Palestine residents 'hold harmless' contract in exchange for testing in their homes for hazardous chemicals. The company did not show up to the town hall meeting, and said they gave those out to residents 'by accident'.
