Liz Kendall: Government have 'dithered and delayed' over NHS negotiations

Labour's Liz Kendall has accused of the government of 'dither and delay' over their failure to reach an agreement with the NHS and Unions to advert industrial actions. As a result, Kendall claims that over 140,000 operations have been cancelld.
