Keir Starmer refuses to say how much he would bring migration figures down

The leader of the opposition has been presenting his plan for the NHS if Labour were to win the next election. However, during an interview on Radio 4 the conversation turned to skills and migration and Sir Keir Starmer refused to talk about figure.
