Low-traffic neighbourhoods set for review says Energy Minister, Lord Callanan

Energy Minister, Lord Callanan says: 'Low-traffic policies can work in some areas, but in other areas, there's more than a suspicion that all they're doing is just driving traffic into neighbouring areas which is causing more congestion'.
