'Devastation': ITV News reports on attack on Freedom Square in Kharkiv

Ukraine's President Vlodymyr Zelensky has declared Russia 'a terrorist state' following a rocket attack in front of a civilian public administration building in Kharkiv which destroyed the road outside.
