Ed Miliband says Tory backbenchers holding energy policy to ransom

Shadow Climate Change Minister Ed Miliband has spoken to BBC Breakfast about energy policy. He claimed that Tory backbenchers are holding energy policy to ransom. He later said that on shore wind would be cheaper for the whole country.
