BBC boss: Licence fee-paying public must be 'heard and seen' in consultation

Tim Davie tells the Lords Communications and Digital Committee that BBC would be putting proposals forward that set out the 'principles and consultation' it thinks should be central to the discussion and licence fee-paying public is heard and seen.
