Transport Secretary denies pay freeze and claims the unions are wrong

Grant Shapps tells the Commons that the government is not 'imposing a pay freeze' and unions are 'factually incorrect' when they claim the government are. He says the strike as being about 'outdated unions' who want to stand in the way of 'progress'.
