Russia's defence ministry says Ukraine targeted civilians in attack on Russia's Belgorod

Russian Defence Ministry spokesman Igor Konashenkov accused Ukraine of targeting civilians in the Russian city of Belgorod when hit by missile strikes. At least three people were killed, and dozens of homes damaged by blasts in the city.
