Network Rail's chief negotiator: 'RMT unwilling to negotiate with us'

Network Rail's chief negotiator Tim Shoveller while speaking on BBC Radio today says 'RMT were unwilling to negotiate with us. In fact, they had to get back to the executive council to seek guidance on whether they could negotiate with us.'
