Moment retired officer grabs neighbour by the neck in ugly dispute

A retired policeman has been convicted of assault after an ugly dispute with his neighbour. The ex-officer lost the plot when he found his neighbour in his back garden inspecting a fence and grabbed him around the neck after chasing him down.
