Downpour forces PM to move first Downing Street speech inside

Liz Truss is giving her first Downing Street speech and will start appointing the Cabinet tonight after officially becoming Britain's 56th Prime Minister. The newly-installed PM had hoped to use a podium outside the famous black door.
