Kwasi Kwarteng says recession will be a 'shallow' slump and will rebound

Footage Chancellor of Exchequer, Kwasi Kwarteng, discussing whether the economy was in a recession, to which he replied 'Technically the Bank of England said that there was a recession. I think that it will be shallow so we can we rebound and grow'.
