White House: Moscow is unwilling to discuss Griner and Whelan release proposals

National Security Advisor Jake Sullivan said that U.S. put together 'a series of proposals' on the topic of releasing Brittney Griner and Marine Paul Whelan, but Moscow has not shown a willingness to engage in productive talks.
