Bicycle thief gets captured on CCTV cutting locks in broad daylight and fleeing

Dean Haggerty was starting a 12 month jail sentence after he was captured on CCTV cutting off the lock securing the bike to a barrier and then walking off with the expensive bike. The CCTV footage enabled the police to charge him on Tuesday.
