CCTV from Wales purports to show one of Britain's worst fly-tippers

CCTV shows one of Britain's worst fly-tippers dumping a large amount of waste from a van onto the road at a site in Wales. The image of the man driving the vehicle in Newport has been released by the Welsh authorities in a bid to track him down.
