Scott Parker 'understands' why 'handball' goal was not given in Spurs loss

Fulham manager Scott Parker has said that he 'understands' why his side's supposed equaliser was not given for handball in their 1-0 loss against Spurs. Parker did say that he 'does not agree with the rule' which saw handball given.
