Police briefly handcuff disruptive 5-year-old who snuck away from school

Montgomery County Department of Police briefly handcuffed a disruptive 5-year-old, who snuck away from school while having a tantrum and refused to go back. The officer found the child wandering the streets, and brought him back to school.
