Takoma Police identify the off-duty police officer who murdered two people

David Hall Dickson is charged with the murder of Dominique Williams, 32, and James Lionel Johnson, 38. The two were shot and killed in Maryland after Dickson, an off-duty Pentagon police officer thought they were trying to break into a car.
