Footage shows deputy urinating on Elizabeth City councilman's property

Ring footage released by Elizabeth City councilman Gabriel Adkins shows a police deputy urinating on his funeral home property. Adkins believes it was in retaliation for his outspoken views about the shooting death of Andrew Brown Jr. last month.
