Hilary Mantel: Dominic Cummings an outsider but Cromwell conquered the hierarchy

In an interview with Andrew Marr, author Hilary Mantel compared Dominic Cummings to Thomas Cromwell. She says that Cummings created a picture of himself as an outsider, whereas Cromwell conquered the hierarchy.
