Russian election officials stuff ballot box with extra bits of paper in Belgorod

Russian election officials appear to be placing extra pieces of paper into an election ballot box. There have been reports that at the Russian parliamentary federal elections, officials were told to stuff ballot boxes to ensure a pro-Putin victory.
