Huw Merriman: It is 'unclear' from evidence if smart motorways are safer or not

After a spate of deaths along new 'smart' motorways, campaigners have been lobbying for a return to conventional motorways. But Huw Merriman, who chairs the Commons' Transport Select Committee, said currently the evidence is 'unclear'.
