Article 16 'won't' be triggered today but a gap remains, says Lord Frost

Minister of State Lord Frost says that Article 16 'won't' be triggered today, but that it remains on the table. Speaking from Brussels, he says that a 'significant gap' remains and that progress needed to be made soon.
