Dominic Raab defends Northern Powerhouse Rail plan

Deputy PM and Justice secretary Dominica Raab has defended the PM's plan on the Northern Powerhouse Rail. He said that the government was matching ambitions and aspirations with the biggest infrastructure investment in history, relating to the North.
