'Real evil and inhumane' actions led to Arthur's death, says police

The actions leading to little Arthur's death have 'no justification' and are 'real evil, inhumane', said a police representative, who said that Arthur was a victim of lockdown as he wasn't going to school every day and 'wasn't seen by anyone'.
