Emotional vigil held for Arthur Labinjo-Hughes outside his home in Solihull

Balloons have been released at the vigil for Arthur Labinjo-Hughes outside his home in Solihull. The vigil comes as the Government has announced a major review into the circumstances which led to the murder of six-year-old.
