Education Committee Chair speaks of 100,000 'ghost children' lost in the system

Robert Halfon, chairman of the Commons Education Committee, said 100,000 pupils were 'lost in the system' and therefore vulnerable to county lines gangs, online harms and 'awful domestic abuse' at home.
