Jeremy Hunt 'won't be able to make substantial tax cuts in his Spring Budget'

Chancellor Jeremy Hunt is believed to have some £14billion of fiscal headroom by March 6 but told Cabinet on Tuesday that he won't have the same ability to announce tax cuts as he had in November.
