Chilling CCTV shows alleged cat killer hunting for victim in Oxford city

CCTV shows a cat killer obsessed with violence and death allegedly walking the streets. Prosecutors say Scarlet Blake, was searching the streets of Oxford looking for someone to kill, and found Jorge Carreno, who was unable to find his way home.
