Neighbours told to pay £10k for fence to stop helping boaters with shopping

Residents living by a picturesque marina have been ordered to pay £10,000 for a new fence. It comes after residents in Albion Mill in Worcester were banned from passing shopping bags over the existing railings to boat owners.
