Keir Starmer: 'we will keep manifesto promise on tax' amid £63bn investment

In an interview at 10 Downing Street, UK Prime Minister Sir Keir Starmer declined to rule out increasing employers' national insurance contributions at the Budget as well announcing £63bn of 'inwards' investment from overseas.
