"It's certainly possible." Louisiana Democrat worries both majority black districts in the state could be redrawn

<p>Congressman Troy Carter of Louisiana joins Inside Politics to discuss the Supreme Court decision in Louisiana v. Callais that limits the Voting Rights Act. Carter says "it would obviously be very challenging" for Democrats to be in the majority in Congress if more than a dozen majority-minority districts in the south are drawn out of existence in Republican-controlled state houses.</p>
