Dutch police have arrested a 25-year-old suspect after a 53-year-old man from Ghent of Ugandan heritage drowned in a canal in the city early on Sunday morning. Belgium is seeking the suspect’s surrender under a European arrest warrant. The judicial authorities are still trying to track down a second Dutch suspect.
