Hard surfaces are a problem. Tarmac, concrete and pavements prevent rainwater from entering the ground disturbing groundwater levels and triggering flooding. In Bruges (West Flanders) they have got the message and intend to ensure rainwater can once again reach the soil in an area of 4 hectares currently covered in concrete.
