The Government must take urgent action to mitigate the increasing possibility of a "disorderly exit" by one or more universities from the higher education sector, a report has suggested.The absence of a plan for handling a sudden closure of a university which is no longer financially viable is causing an "unsustainable level of uncertainty" for students, according to the consultancy Public First and University of Warwick paper.
