Duncan in NZealand, not ready to discuss US ruling

WELLINGTON, New Zealand (AP) — U.S. Education Secretary Arne Duncan said Friday he wasn't ready to discuss the stunning ruling on American college athletics issued while he was traveling to New Zealand.
